Well planned and managed infrastructure is essential to creating an enabling environment to provide quality health services and to motivate and retain skilled human resources. This includes ensuring the safety of service users and providers within health facilities. Sustainable operation of facilities, including buildings, medical equipment and support services, requires proper planning and the efficient utilisation of resources. The institutionalisation of regular maintenance is equally important to ensure buildings remain fit for their purpose.

The Government of Nepal has introduced a number of systems and measures to improve transparency and effectiveness of public procurement in recent years. The enactment of The Public Procurement Act, 2063 (PPA) and the subsequent establishment of the Public Procurement Monitoring Office (PPMO) underlines their commitment. Whilst it is acknowledged that change can be difficult to implement, the Ministry of Health and Population (MOHP), supported by external development partners, has embraced these initiatives and benefits can be identified.

Specific areas of work include supply chain management; human resources; procurement planning; delivery of goods, services and works; compliance and dispute resolution; best practice, and information technology.
