The effectiveness of any health workforce is largely a result of the policies and systems used for planning, deployment and performance management, and their responsiveness to the changing labour market. NHSSP’s capacity enhancement strategy aims to address the challenges of staff turnover and coordination/communication by developing a critical mass of people working on HR functions and using a "learning by doing" approach.

Key TA support areas also include improved workforce planning, distribution, training and financing and further development of MoHP’s Human Resource Information System (HURIS). A new HRH Strategic Plan is under preparation based on a formal Training Capacity Assessment. MoHP’s National Health Training Centre (NHTC) plays a critical role in the supply of health professionals to the sector and NHSSP is supporting the development of course curricula and the production of key health staff. Private sector training institutions are also being engaged for both on-site and in-situ training support. The local contracting of private sector health workers by public health facilities is a rapidly increasing trend and an area of key interest to MoHP and NHSSP.
