Health Financing
Technical assistance in health financing and economics includes continued assessment of the free essential care policy and related programmes, support for the
National Health Financing Strategy, and support for capacity building in health financing at district and regional levels. Enhancing financial management requires both the introduction of new systems and ensuring compliance with existing
financial management systems at the Ministry of Health and Population (MoHP).
NHSSP’s TA team is focusing on strengthening MoHP capacity to prepare electronic Annual Work Plans and Budgets (AWPBs), improve budget tracking through the Financial Monitoring Information System (FMIS) and prepare Financial Monitoring Reports (FMR). Output based budgeting is also being explored with a view to stimulating higher performance levels in the sector.
Several surveys designed to track the impact of various financing schemes including Health facility surveys, rapid assessments and social auditing are also underway together with a review demand side financing schemes.
